Create PEAR package for star

Description

The star tools should be available as PEAR package, including the phing task and type currently located within the framework in src/main/php/org/stubbles/phing/tasks/stubStarWriterTask.php and src/main/php/org/stubbles/phing/types/StarDecorator.php. This would save the requirement of distributing the star tools and phing classes throughout all modules and applications.
